Risk Management at Texas Farm Credit Services

Wanting to ensure that they’re providing the best protection to their employees and the organization, Texas Farm Credit Services has turned to the risk management experts at FCC Services for best practices, access to industry-leading vendors, insight and advice. 

Perhaps the most significant resource Texas FCS has accessed is the library of 32 risk management policy guidelines FCC Services has developed and maintains to current standards, updating each regularly to address evolving risks and changing regulations. Including topics ranging from Professional Liability to Drug, Alcohol & Weapons policies to Non-Owned Aircraft Guidelines, these model policies are available at no cost to all Farm Credit organizations. So far, Texas FCS has utilized five of the risk management models.

“When we’re updating one of our policies or procedures, we go to the FCC Services materials for background, to check that we’ve included all the necessary parameters, and also to provide large sections of content we pull directly into our policy,” says Heather Hirschfield, who helps manage risk management policies and insurance claims for Texas FCS. “Their guidelines are well thought-out and well put-together, and it gives us an added level of comfort that we’re implementing a comprehensive policy.”

Texas FCS has employed recommendations from FCC Services’ Workplace Violence Loss Control model, Auto Fleet Safety Program, Mobile Device Usage Model Policies and Travel Safety Guidelines, which are especially important given that some of its offices are near the US-Mexico border. They’ve also incorporated the Telecommuting Model Program, of increasing importance in today’s work environment, and that includes parameters to establish and manage a telecommuting arrangement that supports the employee and protects the organization.

“These are just a few of the guidelines we have referenced so far, but this is an ongoing effort and we’ll continue to go to the FCC Services website as we implement and update more of our risk management procedures,” says Lori Graham, Texas FCS General Counsel. “We’re amazed at the materials that are available through FCC Services. They’ve clearly invested so much effort and expertise in making sure all the information is accurate and employs best practices.” 

Beyond the risk management policies, Texas FCS has also contracted with SambaSafety, a driver performance monitoring and online driver training program with which FCC Services has negotiated on behalf of Farm Credit. With pool vehicles available to all Texas FCS employees, whether to attend a training session in another town or pick up a visitor from the airport, fleet safety is critical. SambaSafety monitors drivers’ license status and current infractions, setting reminders for license renewals, and recommends and provides training to address moving violations when necessary.

Texas FCS also turns to FCC Services risk management staff with questions regarding the intricacies of System insurance and how it impacts the day-to-day activities of their Association.  

“The whole team is phenomenal, extremely responsive and insightful. They are always willing to assist us even if a claim hasn’t been filed,” says Lori. “Insurance can be confusing for someone who isn’t involved in it every day like they are, so having such an experienced, knowledgeable and accessible resource like FCC Services is invaluable.”
